Born in January 1945 in Gelibolua, Dr. O. Attila CEZIK had his basic education in Ankara and Istanbul, and higher education in Istanbul, London and Reading (UK). His ancestral origins are in Crete (Girit) and Malatyab.

He received his BSc degree in civil engineering [1] from Robert College (Istanbul) in June 1968 and his MSc degree in advanced structural analysis [2] from the University of London (QMC) in October 1970. He carried out doctoral research between January 1978 - May 1981, and received his PhD degree from Reading University in management science. [3] His main interests include operational research models for decentralised resource allocation, capital budgeting and multi-criteria project evaluation.

In the '70s, he worked as an R&D group leader, and in the 80's, as the head of a research department in the field of building science. [4] He frequently contributed to international events sponsored by UNCHS, UNIDO and CIB, and served UNECE as rapporteur on technological harmonisation of Euro-industries.

In the first half of the 90's, he worked as an engineering and management consultant in projects commissioned mostly by international consortia. [5] He resumed R&D for the second half of the 90's, taking charge of the scientific planning and overall coordination of international initiatives for industrial RTD. [6] In this capacity, he represented Turkey in EUREKA as the National Project Coordinator and served as the head of the EUREKA Chairmanship Office ('98-99). In 2000, he returned to private RTD management consultancy and IT applications practice in Ankara.

2 With a dissertation on linear analysis of plates and thin shallow shells in aircraft, marine vessels, large pipes and other shell structures with finite-element techniques (examiners: Prof O C Zienkievich, Dr J K Lusher, et alii).
3 With a thesis on time-cost decisions in project management utilising decentralised multi-criteria goal planning models (examiners: Prof R Pilcher, Prof W D Biggs, et alii).
4 Engaged in materials (metal corrosion, industrial plastics, perlite, etc.), integrated technology rating systems, MIS, TQM, regulations and insurance.
5 Mainly on
  • international contracts and specifications, quality supervision, etc.;
  • institutional strengthening, commercialisation, and financial modelling of BOT projects largely financed by the IBRD through twinning arrangements with public utilities;
  • corporate MIS restructuring.
6 Incl. the initiatives of the EU, EUREKA and COST, scientific programmes of ESF, UN and NATO, and multilateral inter-organisational programmes.
